PMI mornings are easy to underestimate because the figures look minor. My inventory rules for them are stricter than they used to be.
The issue: European PMIs come out in a cluster between roughly 08:15 and 09:30 London, French, then German, then eurozone, then UK. That is right in the middle of my best trading window. A position opened at 08:05 can be caught by the French figure ten minutes later.
My rules on PMI days:
- Any position on a pair affected by an upcoming PMI is closed or at breakeven three minutes before each release.
- I do not open a new trade in the five minutes before a release, even on a different pair, if the two pairs share a currency.
- If the German figure produces a big surprise, I expect the eurozone figure to have less effect, but I still treat it as a blackout.
- Between releases, trades must have a target that can realistically be hit before the next one. If not, I skip.
On US PMI days, the same applies in the afternoon, though I am rarely trading by then.
The result is fewer trades on PMI mornings, but far fewer positions caught by a figure I had forgotten about. The cluster structure is the thing to respect: it is several small events back to back, not one.

Re: Position inventory rules into PMI prints
One distinction that could lighten the rule on some days: flash versus final PMIs. The flash estimates come out in the last third of each month and they're the ones that move markets, because they're the first look at that month. The final readings early the following month are mostly small revisions of the flash numbers, and the reaction is usually much smaller unless the revision is big. Manufacturing and services finals also come out on different days. So the full three-minute flatten rule suits flash days well, while on final days a lighter version, say no new entries in the minute before, probably costs less than it saves. Your point about Germany holds for the same reason: France and Germany together are a large share of the eurozone composite, so by the time the eurozone figure comes out it's partly known.

Re: Position inventory rules into PMI prints
Flash versus final already clarifies which mornings need the full flatten. What I add is an inventory handoff rule across the French and German prints: max open risk across both cannot exceed one normal ticket, even if each print alone would allow a fresh entry.
If I scratch or stop on the French figure, I do not reload full size into the German one five minutes later. The cluster is one risk window on my card, not three separate chances to be right.
UK PMI I treat as a separate bucket from the eurozone cluster. Shared sterling pairs get their own three minute flatten, but I do not auto flat EURUSD solely because UK services is due unless I am already in a cable related ticket.
Between French and German I only allow a trade whose target can print before the next release. Anything that needs twenty minutes of quiet is skipped on those mornings.
The handoff cap cut the days where I was flat for France and still overexposed into Germany. Do you size the two prints as one risk pool, or reset after each figure?

Re: Position inventory rules into PMI prints
LondonScalper, eurozone composite is the third gate I added between German and UK prints. Even when French and German already printed inside my one ticket risk pool, a surprise composite can re widen spreads on EURUSD for a few minutes, so I keep a two minute no new risk window after that release as well.
Prop firm news rules sometimes disagree with that personal pool. One firm allowed entries one minute after any PMI while my card still wants spread back under 1.4 times the pre cluster median for two M5 closes.
I take the stricter of the two and write it the night before. Between prints I still only allow targets that can finish before the next timestamp.
The composite window just lengthens the cluster on flash mornings. UK PMI stays its own sterling bucket, and EURUSD now respects the composite pause even when I have no cable inventory.
Handwritten cluster times beat the platform calendar when daylight saving drifts one of the prints. I check both at 07:30 London before the first ticket.
Do you pause for the composite on final PMI mornings too, or only on flash days?
