Borg stared at the leaf in his hand. The ink was running in the rain.

"Margin call," Ugg’s deep, terrifying voice rumbled from across the street. Ugg stepped forward, holding his club. "Borg’s collateral just went to zero. Ugg is liquidating Borg's positions. Ugg wants his two hundred sticks back. Now."

But Borg didn't have the sticks; they were locked in contracts with Zog, Lom, and a dozen other traders. As Ugg forcibly seized Borg's other assets to cover the bad debt, those traders lost their expected payouts, immediately causing them to default on their loans.

The contagion spread at the speed of light. Because every asset had been re-hypothecated and looped three times over, the destruction of a single bear pelt collapsed the entire financial architecture of the valley.

Cave Street erupted into absolute chaos. Traders were screaming, tearing up banana leaves, and fighting in the mud over the few actual, physical pointy sticks left in circulation.

Grug pulled Thok onto the safety of the boulder, watching the ultimate deleveraging event play out in real-time.

"The Oracle was slashed," Grug said softly, watching Ugg chase Borg up a pine tree. "But the leverage slashed the valley."

Part 40: The Central Bank Bailout

The morning after the Great Deleveraging, Cave Street looked like it had been trampled by a herd of panicked mastodons.

Torn banana leaves—the worthless remnants of the Liquid Staking casino—littered the mud. Traders sat around cold fire pits, staring blankly into the middle distance, clutching whatever physical assets they had managed to salvage.

At the edge of the trading floor, Ugg the Market Maker was sitting cross-legged at the base of a tall pine tree. Borg was clinging to the highest branch, shivering violently.

"Ugg can wait, Borg," Ugg rumbled, casually sharpening a massive stick. "Gravity always executes eventually. Ugg needs two hundred sticks to cover Borg's bad loans."

Grug and Thok watched the standoff from the safety of their boulder.

"The market is finally healing, Thok," Grug said, though he looked exhausted. "It is a brutal, painful process. The malinvestment is being purged. The bad debt is being wiped out. When Borg falls out of that tree, the liquidation will be complete, and we can rebuild on a foundation of sound, unleveraged rocks."

Just then, the Chief’s royal horn—a hollowed-out ram's horn—echoed through the valley.

The Chief waddled onto Cave Street, flanked by his guards. He looked incredibly angry. He walked up to Lom’s fish stand.

"Chief demands morning tribute!" the Chief bellowed. "Give Chief premium salmon!"

Lom looked up, tears streaming down his face. "Lom has no salmon, Chief. Lom traded all salmon to Zog for an st-Pelt leaf. But the leaf is backed by nothing. Zog is bankrupt. Lom is bankrupt. The supply chain is broken."

The Chief blinked. He looked around. The entire valley economy had ceased to function. Nobody was hunting, nobody was fishing, and most importantly, nobody was paying taxes.

The Chief marched over to Ugg at the base of the pine tree.

"Ugg!" the Chief demanded. "You are the central pillar of this market! Fix the fish supply! Lend Lom some sticks so he can fish!"

Ugg looked down at his massive, empty hands. "Ugg cannot lend, Chief. Ugg’s balance sheet is a toxic wasteland. Ugg holds two hundred sticks worth of Borg's debt, which is backed by a shredded bear pelt. Because Borg cannot pay Ugg, Ugg cannot pay Zog. If Ugg pays Zog, Ugg loses his cave. Ugg is technically insolvent."

The Chief gasped. Ugg, the biggest, richest caveman in the valley, was broke.

Grug slid down from his boulder and approached the Chief. "It is the business cycle, Chief. Ugg took massive risks by re-hypothecating collateral. He must be allowed to fail. Another Market Maker will eventually take his place. We call it Creative Destruction."

The Chief stared at Grug in absolute horror. "Creative Destruction means Chief skips lunch! Unacceptable! If Ugg fails, the whole valley starves! Ugg is... Too Big To Fail!"

"He isn't too big!" Grug argued. "He just made terrible decisions! If you save him from the consequences of his own greed, he will never learn!"

The Chief ignored Grug entirely. He turned to his guards. "Open the Royal Winter Cave."

A collective gasp swept through the shivering traders. The Royal Winter Cave was the valley's communal emergency reserve. It was filled with premium dried meats, hard woods, and medicinal roots, strictly meant to keep the tribe alive if a blizzard lasted for months. It was the taxpayers' ultimate safety net.

The guards rolled a massive boulder away from the royal cave entrance.

The Chief stepped up to Ugg. "Ugg. The Chief hereby establishes the Central Cave Bank. I am the Lender of Last Resort."

Ugg’s eyes widened. "What does Central Cave Bank do?"

"It buys garbage," the Chief proclaimed. "Ugg, give Chief the worthless banana leaves that Borg gave you."

Ugg eagerly reached into his pouch and handed the Chief the toxic, smeared st-Pelt leaves.

"In exchange for this toxic debt," the Chief announced loudly, making sure the whole valley could hear his benevolence, "the Central Cave Bank will give Ugg two hundred premium pointy sticks and fifty dried salmon directly from the Royal Winter Cave!"

The guards marched out, carrying literal mountains of communal wealth, and dumped them directly at Ugg's feet.

Grug’s jaw hit the mud. "You can't do that! You are socializing the losses! You are using the tribe's survival fund to cover the gambling debts of the richest man in the valley!"

"Chief is providing liquidity!" the Chief countered, looking very proud of himself. "Look! The crisis is over!"

It was true. The moment Ugg's balance sheet was instantly repaired by the bailout, the contagion stopped.

Ugg, suddenly flush with communal wealth, looked up into the pine tree.

"Borg!" Ugg shouted. "Come down! Debt is forgiven! Chief bought it!"

Borg cautiously peeked through the pine needles. "Really? Ugg not smash Borg?"

"No smash!" Ugg laughed, patting his newly acquired mountain of taxpayer salmon. "In fact, Ugg has so much liquidity now, Ugg needs to deploy capital! Come down, Borg! Ugg will lend you three hundred sticks at a variable interest rate!"

Borg scrambled down the tree so fast he left a trail of bark in the air. He hit the ground, grabbed the three hundred sticks from Ugg, and immediately ran toward Lom.

"Lom!" Borg screamed, his eyes wide with the manic thrill of the degenerate gambler. "I want to buy options on the next mammoth migration! I want to leverage it ten-to-one!"

Grug watched the scene unfold with a sense of profound, existential nausea.

The market was moving again. The panic was gone. But a dark, invisible poison had just been injected directly into the psychological bedrock of Cave Street.

Thok walked up next to Grug, watching Borg gleefully stack his newly borrowed sticks. "Thok confused. Borg make terrible mistake. Ugg make terrible mistake. But both have more sticks than yesterday. And Royal Cave is empty. Why?"

"It is called Moral Hazard, Thok," Grug whispered, his voice trembling with frustration. "The Chief just taught them the most dangerous lesson in economics. If you gamble small and lose, you lose your cave. But if you gamble so massively that your failure threatens to bring down the entire valley... the Chief will open the Royal Cave and pay for your mistakes."

"So..." Thok scratched his chin, processing the game theory. "Smart thing to do is make biggest, stupidest mistake possible?"

"Exactly," Grug said, watching Ugg and Borg happily high-five over a pile of highly leveraged derivatives. "They privatized the gains during the boom, and they socialized the losses during the bust. Risk no longer exists for the people at the top. The casino is permanently open, and the taxpayers are footing the bill."
