Late to this, but the flattener deserves one comment. 17:58 UTC is right for a September meeting and wrong once the US clocks change in November, when 14:00 ET becomes 19:00 UTC. Anyone setting it by London time also gets an extra week of confusion at the end of October, because Europe changes first. I'd have the bot take the event time in New York time and convert, or simply set it fresh before each meeting.

Closing positions at a fixed time is also only half the job. Pending orders near the market will fill in the first spike unless they're cancelled too, and that's arguably the worse outcome, because you get filled at the moment you least want to be. I'd add a pending-order sweep to the same routine.

The rule itself I've kept: flat before the statement, nothing new until the presser has had time to settle.
